  "I take the reality of telepathy as proven."

In this short note we momentarily digress from the interesting metaphysical stories about the weirdness observed at the Skinwalker Ranch. We have at hand a CIA declassified document "SECRET Statement of Work for Biophysical Research and Analysis" from sometime around 1991.

This work was focused on biophysical research and analysis of neuromagnetic phenomena, to identify correlations of brain neuromagnetic responses to a variety of independent conditions or parameters, i.e. a measurable telepathic connection. 

We contacted a leading expert in the areas of national security and the brain to mind connection, a consultant to the U.S. Government:

“There have been some informal discussions of 'telepathy' (as in direct mind to mind communication of meaning) and I have pointed out that your associate Dr. Eric Davis has discussed 'telepathic messages' received by a physicist at the Skinwalker Ranch in Utah.

I imagine that most professionals would dismiss such claims as delusional. On the other hand they might be the result of some kind of hypnotic suggestion related to the strangeness of the social circumstances surrounding the activities at the ranch. Of course I have 80,000 pages of STAR GATE files released by the CIA that suggest more to this subject than mere delusion…I am also curious about subconscious 'telepathic' channels, or a layer of shared information that might influence human behavior in an indirectly observable manner. 

The positive results of the mentioned research would be an example of what I call the registration of telepathic information.

Such a layer would be of additional interest in the political arena.”

The government's expert replied:

"Nothing Eric has ever said that I am aware of even comes close to sounding delusional...I take the reality of telepathy (I love your construction better: "direct mind-to-mind communication of meaning") as proven."

About the original STAR GATE document


In this document, justification is made for direct MIPR action from DIA to LANL (Los Alamos) based upon a 1985-89 LANL study sponsored by the Army's Surgeon General Research and Development office. In the previous study it is reported that the LANL Biophysics group investigations yielded POSITIVE results. This new effort was part of DIA's over-all Phenomenological Research Program (STAR GATE is not directly mentioned). Dr. Charles Wood is noted as the Biophysical Group's director.

"Sole source procurement from LANL is the proper action for accomplishing this sensitive task."

The contract is scheduled to be signed by John T. Berbrich, Asst. Deputy Director for Science and Technical Intelligence.

The budget of $250,000 came from FY91 DIA line item 1.004 for Congressional Directed Action.
