EXTRATERRESTRIAL INTERFERENCE IN HUMAN AFFAIRS

Reality check #1: Are ultra-terrestrial beings actually interfering with human affairs?

Beatriz Gato-Rivera writes, "The fact that our civilization has never been attacked by aggressive aliens, as far as history knows, could be a clue that we belong to a non-aggressive advanced civilization which protects planet Earth, as part of its territory."

Informational channels recorded and reported by various sources suggest extra-human intervention, or at least unique anticipatory aspects of the human mind previously untapped.

Gato-Rivera continues, "...the existence of of special psychic capabilities, such as telepathy, has not been discarded yet and therefore it could happen that specially-gifted people could see and/or communicate telepathically with beings coming from such universes with different laws of Physics than ours."

Telepathy might be applied as a kind of remote viewing of extra-human technology, including advances in technology that might someday be discovered by potential 'future humans' that have not yet come into existence.

I strongly suggest that the entire CIA Intelligence program under STAR GATE was seriously flawed, to the extent that it is represented in the declassified record. It appears to have neglected the apparent influence of an unknown intelligence interacting in human affairs.

Given that existing (if virtual relationships) were predicted in July 1974 by unknown exotic 'human effects' and other apparently intelligent phenomenology, there may be some reason to document possible references made by the phenomena to then classified work at SRI.

A Solution to the Fermi Paradox: The Solar System, part of a Galactic Hypercivilization?

I introduce the Fermi Paradox and some of its solutions. Then I present my own solution which includes two proposals called the Subanthropic Principle and the Undetectability Conjecture. After discussing some consequences of this solution, I make some comments about brane world scenarios and their potential to strengthen the Fermi Paradox. Finally, in the appendix I have included some questions and answers that came up during this Forum. --

Luego presento la solucion que yo he propuesto, que incluye dos hipotesis que denomino el Principio Subantropico y la Conjetura de Indetectabilidad. Despues de discutir algunas consecuencias de esta solucion, paso a hacer algunos comentarios sobre las teorias de universos branas y su potencial para reforzar la Paradoja de Fermi. REFLECTIONS ON ACTIONABLE PHENOMENOLOGICAL (HUMAN) EFFECTS
An exposition of untapped opportunities for the Intelligence Community

INTRODUCTION

1. This brief paper was prompted by the declassification of various programs of research in paraphysical phenomenology collectively known as STAR GATE.

2. The purpose of this paper is to provide additional intelligence input based upon the author’s knowledge and experience of various anomalous effects. These effects include but are not limited to apparent information obtained during the same time period as the initial phases of CIA funded research at Stanford Research Institute (SRI) in 1973-1975.

3. There is some indication that recent events point to an intelligent organizing system of unknown origin. Confirmation of a pattern of active interference should be of interest to the Intelligence Community.

4. Efforts by foreign nationals show continued interest in the phenomenological effects of interest.

5. It may be possible to WEAPONIZE actionable phenomenology.

The author of this paper has limited knowledge of the various agencies’ current position and involvement in PHENOMENOLOGICAL EFFECTS research and development. There is however historical precedent demonstrating interest in private sector activities in the phenomenological field.

The privately funded mandate for STARSTREAM RESEARCH requires investigation of potential threats coming from advancements in paraphysical and physical understanding of the flow of information in the multiverse.

STAR GATE

The extreme secrecy applied to the early stages of the STAR GATE program (conducted primarily at SRI International) underline the importance of actionable paraphysical phenomenology for national security and intelligence.

Of prime concern to the author was an apparent ‘contact’ made in the period of July-August 1974, which may have made at least some reference to the STAR GATE operations. This contact was made via actionable phenomenology and in the opinion of the author represents important data for the STAR GATE program.

The contact was made with a party not directly involved (in 1974) with STAR GATE operations, or any similar private effort. The contact identified future interaction among a group of physicists involved in paraphysical research and development.

SUMMARY

ACTIONABLE PHENOMENOLOGY is defined as direct psycho-physical interference of human perception with a well-defined operational counterintelligence capability in the general field of HUMAN EFFECTS.

EVIDENCE of the use of HUMAN EFFECTS involving the manipulation of perceptions, thoughts, emotions, and information suggests a long-term agenda against specifically targeted individuals, and often suggests ADVANCED KNOWLEDGE, which may be interpreted as a long-term agenda of operations.

A PHENOMENOLOGY with demonstrated HUMAN EFFECTS CAPABILITY is WEAPONIZED.

OPEN SOURCE information indicates current technological evolution towards HUMAN EFFECTS capabilities which mimic the alleged phenomena.

To the extent there is sufficient evidence that HUMAN EFFECTS have been applied to a defined agenda, it is suggested that countermeasures be developed to mitigate interference in human affairs. These countermeasures may be defined as ACTIONS taken in response to the collective phenomena.
