(STARpod.org) -- If you have seen the movie "The Men Who Stare at Goats," I wouldn't be surprised if you left the theater believing that the U.S. Army had been taken over by a wave of drug-inspired crazies.

In the movie starring George Clooney, Ewan McGregor, Jeff Bridges, and Kevin Spacey, the misuse of LSD takes center stage to partially explain how the military became involved in the exploration of psychic powers.

Don't tell the men who stare at goats, but the Navy and the Office of the Undersecretary of Defense had a plan to crash the "human potential" use of psychic mind-bending forces.

I have obtained a copy of a 1982 SECRET/EYES ONLY document produced at the request of Richard de Lauer, the former Undersecretary of Defense for Research and Engineering (OUSDRE).

The document, written by Captain Jake Stewart of the U.S. Navy, outlines an elaborate multi-million dollar plan to unleash "Exceptional Human Functioning" or EHF.

The plan outlines a comprehensive research and operational development effort on a scale that would make goat staring Army psychics blush.

According to the document, "A subset of EHF, often termed 'psychic, paranormal, or PSI phenomena' ... include the effects that both domestic and foreign laboratories have observed with human subjects interacting in an undetermined way with observables ... usually physical objects, places, or electronic processes and occasionally with electromagnetic devices. Specifically included are what is commonly called remote viewing, extended sensory capabilities, random process clairvoyance, precognition, telepathy, and healing."

The recommended program included:

Remote viewing, "to gather information from target locations that cannot be accessed via normal means," and to "receive coded agent messages."

Psychokinesis "mind-over-matter" (PK), "to examine the vulnerability of electronic/electromechanical systems of known reliability," "to disrupt foreign electronic information processing systems, and to protect U.S. systems from unauthorized penetration" or psychic computer hacking, and to evaluate "foreign reports that a person's physiology or behavior can be altered remotely via psychic means."

Telepathy, "To establish a covert communication channel," and to evaluate "foreign reports that psychically induced 'mind-control' is feasible."

It is further recommended that "a single, unified" Department of Defense Intelligence Community Oversight Board, to be chaired by the Deputy Secretary of Defense, "provide security, cover, general guidance, full coordination, and should oversee and originate tasking of all research groups."

A source confirms his associate from the CIA admits that Navy involvement in "phenomenology," which presumably includes the EHF topics described above, remains an unknown, in spite of CIA's takeover of the DIA EHF program (commonly referred to as STAR GATE).

Thousands of pages of STAR GATE files remain classified.
